Na rozdil od prvnich tri dilu fransizy se Saints Row 4 nesoustredi na porazeni tri rivalnich gangu a ovladnuti mesta. Saints jsou nyni pojmem pro cely narod a jejich vudce se stal prezidentem Spojenych statu. Antagonisty v Saints Row 4 je invazni mimozemska rasa zvana Zin. Vetsina hry se odehrava v pocitacove simulaci mesta Steelport ovladane Ziny, pricemz se protagonista snazi vysvobodit sebe i sve spolecniky.
